Error TRC 5301 cuando trato de conectarme al Control Center Manager

Segun la documentacion de oracle.
es correr los script reset_repository.sql y set_repository_pass.sql y start_service
ya lo he hecho y no funciona.

utilizando el service_doctor.sql
obtengo como resultado

Trato de compilar los paquetes y no puedo compilar este es especifico

tendra esto algo que ver con el ERROR TRC 5301.
